Regarding new entry of foreign nationals into Japan, based on the New Border Measures (34) announced by MWHL dated on September 26, 2022, prescribed applications in the Entrants, Returnees Follow-up Systems (ERFS) has been no longer required from October 11, 2022.
In addition, the measure to limit the entry of foreign tourists to those on package tours has been lifted from the same day.
Furthermore, visa exemption arrangements have been also resumed.

*The new measures will apply to cross-border travelers and returnees who board an aircraft with an estimated time of arrival after 00:00 JST on September 7th, 2022.
- Those who obtain valid vaccination certificate (3 doses) will not be required to obtain negative certificate of testing for COVID-19 within 72 hours before departure from the foreign country.
- “Packaged” and “Guided” will be necessary only for the part of your travel in Japan, not for the whole period.
- Still required all travelers have to have a licensed travel agency etc. as the “responsible of acceptance” for whole travel periods.
From 0:00 am (JST) on June 1, 2022, there will be significant changes to the border measures applicable for most cross-border travelers and returnees.

What is New Quarantine Measure in Japan?
(based on the latest announcement as of May 26, 2022 and effective from June 1st)
As the border measure of quarantine based on Japan government efforts against the new coronavirus infection, Japan quarantine division make three groups of cross-border travelers and returnees divided by the country and regions where they have been within 14 days before entering Japan.
The Quarantine measures are determined by with/without a valid vaccination certificate for each group.
◆ Applied Quarantine Measures ◆
- All people entering Japan must have a Pre-departure test which should be within 72 hours from the date of sample collection to the flight departure time and submit the submit the “negative” certificate of valid COVID-19 testing .*1

- Group “Blue” :All people form Group “Blue” are NOT required on-arrival test, home quarantine and other Quarantine measures after arrival Japan. Can be free right after coming out the airport!
- Group “Yellow” :People who are from Group “Yellow” and have a valid certificate of 3-time vaccination are NOT required on-arrival test, home quarantine and other Quarantine measures after arrival Japan. Can be free right after coming out the airport!
- Group “Yellow” :People who are from Group “Yellow” but don’t have a valid certificate of 3-time vaccination are required “On-arrival test” and “7-day home quarantine” (or 3-day home quarantine + negative result of a voluntary test after 3rd day).
- Group “Red” :People who are from Group “Red” and have a valid certificate of 3-time vaccination are required “On-arrival test” and “7-day home quarantine” (or 3-day home quarantine + negative result of a voluntary test after 3rd day).
- Group “Red” :People who are from Group “Red” but don’t have a valid certificate of 3-time vaccination are required 3-day quarantine at a government-designated facility.

Detailed requirements of Quarantine measures for the people who come from Group “Yellow” without valid vaccination and Group “Red” with a valid vaccination are as follows;
- Number of days is counted from the next day of your arrival, and the quarantine period will finish at the midnight after required days.
It means;
– if “7day quarantine” required, you need to book a hotel etc. for 8 nights 9days.
– if you will take a voluntary COVID-test at the”3rd day” to short the quarantine period, actually it should be after your 4th day which is after 3 nights stayed in Japan. - The voluntary test after 3rd day only at the designated institutions are valid, and it would be required a reservation in advance, And it may take a few days to get the result depending on the institution. And after getting the result, you need to submit the certificate of negative result to government via MySOS app to get the permission to finish the quarantine period.
- To submit “negative” certificate of valid COVID-19 testing conducted within 72 hours prior to departure time.*1

- To stay at a place designated by the Chief of the Quarantine Station, such as their own homes or accommodations arranged by themselves or facilities designated by the Quarantine Station, for 3 days or 7 days
(or 14 days)counting from the day after arrival (Self-quarantine / Forced-quarantine) and avoid contact with others. - Not to use public transportation for any purpose
including transportation from Airport.*2 - Be sure to pre-booking of an accommodation and means of private transportation from the airport to the accommodation in Japan.
- To register information of accommodation for 7 days
(or 14 days)after entry into Japan and transportation from Airport to Japan Quarantine. - To retain location information for 7 days
(or 14 days)after entry into Japan. - To install a Covid-19 Contact-Confirming Application designated by the Ministry of Health, Labour and Welfare.
- To submit Written pledge for above.*3 (Sample of Written pledge for Individual )
- To check your health condition and avoid high-risk places, eating and drinking in groups, etc. until 10 days after arrival in Japan.
- Some relaxation measures *4 have announced on February 24th and applied form March 1st 2022.
※All required days are counted from the day after the arrival date.
※Quarantine is lifted at midnight after the required days.
- Those who do not submit a certificate of negative test result will be denied entry into Japan. (Airline companies will reject boarding those without one.)
- It is strictly prohibited to use a public transportation including taxi, shuttle bus, train, airplane etc. during the specified quarantine period.
However, only 24 hours from the entering in Japan, it is allowed to use a public transportation as short as possible only to move directly to the place where is submitted to quarantine station as the place to stay during quarantine period. - In case of violation of the pledge, names and other information may be made public and, for foreign nations, will be subject to the revocation of status of residence and procedures for deportation.
- Depending on the country/region the enter/return person has stayed within 14 days preceding of entering in Japan and the existence of the certificate of the valid Booster Vaccination by the specific types of vaccine, the required quarantine period and where to stay for quarantine will be varied.

What is “Self-Quarantine” and “Forced Quarantine (mandatory isolation)”?
Who will be required “Forced Quarantine” ?
All people who enter Japan from countries and regions designated by the Ministry of Foreign Affairs of Japan and the Ministry of Health, Labour and Welfare as “countries / regions with community transmission of coronavirus variants of concern” have to take the following strengthen quarantine measures. ;
- To be isolated by staying for the specified period (3
, 6 or 10days) after entering Japan at the specific facilities designated and secured by the quarantine station.[Forced quarantine] - To take the COVID-19 PCR test every 3 days (3rd,
6th and 10thday) during the “Forced quarantine” - Those who have negative result leave the facility and have to be in “Self-quarantine” during the remaining period of 7 days
(or 14 days)after entering Japan at home or places approved by quarantine station. (The places have to be secured by yourself.) [Self-quarantine].

The designation of “countries/regions with community transmission of coronavirus variants of concern” is divided into the following two categories and further classified according to their degree of prevalence, and designated the enhanced quarantine measures for each.

Strengthen quarantine measures are as follows.
1. Entry into Japan from “countries with variant virus of special concern prevalent”
After June 28, 2021, MOFA(the Ministry of Foreign Affairs of Japan) and MHLW(the Ministry of Health, Labour and Welfare of Japan) have designated the following variants as “variants of special concern on border measures” (point 1. of above) and take strengthen quarantine measures to border countermeasures. And on November 26, 2021, it was moreover divided to two categories of Omicron and the others.

- To stay quarantine for 3 days at specific facilities designated by the quarantine station chief (only at the accommodations booked by the quarantine office) [Forced quarantine]
- To take the COVID-19 test on the 3rd day again
- Those who have negative results in the test can leave the facilities and terminate the quarantine period at the day.
or
ii) who have a valid vaccination certificate are required enforced quarantine measures as of;
- To stay quarantine for 7 days at home or facilities allowed by the quarantine station [Self-quarantine]
※ If taking the COVID-19 test after the 3rd day at the designated institutes or clinics, and noticed and permitted by the MHLW, they can terminate the quarantine period before 7 days.*1

After March 1, 2022, the relaxation of border measure is varied depending on the designated category of the countries/region where the enter/return person have stayed within 14 days preceding entering in Japan.
For those who submit a “copy” of a valid booster vaccination certificate at the time of entry into Japan, the 3-day Forced-Quarantine at the accommodation secured by the quarantine station and a part of the 7-day Self-Quarantine period after entry into Japan will be shortened.
※All required days are counted from the day after the arrival date.
- COVID-19 vaccination certificates are valid only if all of the required conditions are fulfilled, such as country/regions of issued, written items and languages, name/manufacturer of the vaccines, number of times of vaccinated, period past from vaccinated etc..
- To shorten a part of the 7-day Self-Quarantine period after entry into Japan, you need to;
– take a COVID-19 inspection (PCR Test or Quantitative Antigen Test) by yourself after the 3rd day counting from the day after entering Japan at the designated medical institutions or sanitary inspection stations (you need to arrange the reservation and bear the cost by yourself) ,
– get the negative certificate at your own expense,
– report the negative result to MHLW, and
– receive the Notification (permission) of the end of the quarantine period from the MHLW (the Ministry of Health, Labour and Welfare). - It is strictly prohibited to use a public transportation to visit for the inspection agencies designated by MHLW for the COVID-19 inspection. You must visit by walk or private hire transportation such as limousine or reserved vehicle/chauffeur.
- You have to bear all the cost for the inspection etc. by yourself.
- Please Note that people who enter and return from designated countries/regions that are subjected to a 3-day Forced-Quarantine at the accommodation secured by the quarantine station, are not eligible.

- Required number of days for Quarantine : “for 7 days counting from the day after arrival” *
- Date of re-inspection of COVID test : “after 3 days counting from the day after arrival”
