From 0:00 am (JST) on January 15, 2022, for all cross-border travelers and returnees from countries/regions where the B.1.1.529 Omicron variant becomes dominant, the required self-quarantine period has been changed to 10 days from 14 days, which they have to be in places such as their own residence or accommodations after their entry into Japan, to follow-up checks conducted by the Health Monitoring Center for Overseas Entrants (HCO) and to refrain from using public transportation.

What is Quarantine in Japan?

As the quarantine border measure of quarantine based on Japan government efforts against the new coronavirus infection, Japan quarantine division strictly requires that all people entering Japan have to stay for 10 days or 14 days at the permitted places and never to use public transportation for the prevention of spread of COVID-19...

Due to the current epidemic prevention measures of the novel corona virus, all people entering Japan even without symptoms of illness are required

  •  To submit “negative” certificate of COVID-19 testing conducted within 72 hours prior to departure time.*1

  •  To take Covid-19 testing upon entry into Japan
  •  To stay at a place designated by the Chief of the Quarantine Station, such as their homes, for 10 days (or 14 days) counting from the day after arrival (Self-quarantine)
  •  Not to use public transportation for any purpose including transportation from Airport.*2
  •  Be sure to pre-booking of an accommodation and means of private transportation from the airport to the accommodation in Japan.
  •  To register information of accommodation for 10 days (or 14 days) after entry into Japan and transportation from Airport to Japan Quarantine.
  •  To retain location information for 10 days (or 14 days) after entry into Japan.
  •  To install a Covid-19 Contact-Confirming Application designated by the Ministry of Health, Labour and Welfare.
  •  To submit Written pledge for above.*3  (Sample of Written pledge for Individual )

※All required days are counted from the day after the arrival date.

※Quarantine is lifted at midnight after the required days.

  1. Those who do not submit a certificate of negative test result will be denied entry into Japan. (Airline companies will reject boarding those without one.)
  2.  It is strictly prohibited to transfer from an international flight to any Japan domestic flight in Japan   within 10 days (or 14 days) after you arrive Japan. It is required having a Quarantine-stay  for 10 days (or 14 days) around the first arrival international airport in Japan.
  3.  In case of violation of the pledge, names and other information may be made public and, for foreign nations, will be subject to the revocation of status of residence and procedures for deportation.

What is “Self-Quarantine” and “Forced Quarantine (mandatory isolation)”?

Who will be required “Forced Quarantine” ? 

All people who enter Japan from countries and regions designated by the Ministry of Foreign Affairs of Japan and the Ministry of Health, Labour and Welfare as “countries / regions with community transmission of coronavirus variants of concern”  have to take the following strengthen quarantine measures. ;

  • To be isolated by staying for the specified period (3, 6 or 10 days) after entering Japan at the specific facilities designated and secured by the quarantine station.[Forced quarantine]
  • To take the COVID-19 PCR test every 3 days (3rd, 6th and 10th day) during the “Forced quarantine”
  • Those who have negative result leave the facility and have to be in “Self-quarantine” during the remaining period of 10 days (or 14 days) after entering Japan at home or places approved by quarantine station. (The places have to be secured by yourself.) [Self-quarantine].

The designation of “countries/regions with community transmission of coronavirus variants of concern” is divided into the following two categories and further classified according to their degree of prevalence, and designated the enhanced quarantine measures for each.

  1. 『Certain countries/regions designated in response to coronavirus variants of special concern on border measures』 (hereinafter referred to as “countries with variant virus of special concern prevalent”)
  2. 『Designated countries/regions in response to coronavirus infection other than coronavirus variants of special concern on border measures』(hereafter referred to as “countries with other variant virus prevalent”)

Strengthen quarantine measures are as follows.

1.  Entry into Japan from “countries with variant virus of special concern prevalent”

After June 28, 2021, the Ministry of Foreign Affairs of Japan and the Ministry of Health, Labour and Welfare of Japan have designated the following variants as “variants of special concern on border measures” and take strengthen quarantine measures to border countermeasures.

  • From December 10, 2021, those who entering Japan from countries/regions not designated for the Omicron stain will be exempted from the 3 days/6days stay at the government-designated facility (forced-quarantine), and will only be required 10 days quarantine stay for self-quarantine.
    (During self-quarantine, you must conduct the COVID test on the 3rd, 6th, and 10th day after entry and report via MySOS app.)

《Case 1》 10 days forced quarantine (refused to re-entry into Japan)

The foreign nationals with status of residence who have stayed in following countries/regions within 14 days prior to the entering Japan will be denied re-entry and will not be able to enter into Japan.

  • To self-quarantine for 10 days at specific facilities designated by the quarantine station chief (only at the accommodations booked by the quarantine office) [Forced quarantine]
  • To take the COVID-19 test on the 3rd day, 6th day and 10th days

Please note that the shortening quarantine period is not automatically applied
even if you have double vaccinated.

For those who submit a “copy” of a valid vaccination certificate at the time of entry into Japan, the 3-day Forced-Quarantine at the accommodation secured by the quarantine station and a part of the 14-day Self-Quarantine period after entry into Japan will be shortened.

※All required days are counted from the day after the arrival date.

  1. COVID-19 vaccination certificates are valid only if all of the required conditions are fulfilled, such as country/regions of issued, written items and languages, name/manufacturer of the vaccines, number of times of vaccinated, period past from vaccinated etc..
  2. To shorten a part of the 14-day Self-Quarantine period after entry into Japan, you need to;
    take a COVID-19 inspection (PCR Test or Quantitative Antigen Test) by yourself after the 10th day counting from the day after entering Japan at the designated medical institutions or sanitary inspection stations (you need to arrange it and bear the cost by yourself) ,
    get the negative certificate at your own expense,
    report the negative result to MHLW, and
    receive the Notification (permission) of the end of the quarantine period from the MHLW (the Ministry of Health, Labour and Welfare).
  3. It is strictly prohibited to use a public transportation to visit for the inspection agencies designated by MHLW for the COVID-19 inspection. You must visit by walk or private hire transportation such as limousine or reserved vehicle/chauffeur.
  4. You have to bear all the cost for the inspection etc. by yourself.
  5. Please Note that people who enter and return from designated countries/regions that are subjected to a 6-day or 10-day Forced-Quarantine at the accommodation secured by the quarantine station, are not eligible.

 [ Relaxation of activity restrictions after the 4th day of entry ]

This relaxation measures subject only to the following persons who are employed or invited by the “Responsible party for the acceptance”.

  • Japanese returnees
  • Re-entry of foreign nationals
  • Foreigners who stay for a short period of time (3 months or less) for business or employment purposes.
  • Long term visitors who are recognized as having special circumstances that require the relaxation measures.

In accordance with the announcement of the “Review of Post-Entry Activity Restrictions for Vaccination Certificate Holders” by the Ministry of Health, Labour and Welfare (MHLW) on November 5, 2011, the activity restrictions will be allowed to be relaxed under the following conditions, after the 4th day of entry.

  1. To have not stayed in a designated country or region subject to the 10-6 day waiting period for accommodation within 14 days prior to the date of entry.
  2. To have a vaccination certificate validated by the Ministry of Foreign Affairs and the Ministry of Health, Labour and Welfare
  3. The company or organization that employs or invite the person for business or entertainment must be able to manage the person on its own responsibility as a “Responsible party for the acceptance”.
  4. To have undergone prior review of the application form including a written pledge and activity plan submitted by the “Responsible party for the acceptance” in Japan to a specific ministry (in principle, the ministry with jurisdiction over the business of the “Responsible party for the acceptance”).
  5. To submit a negative result of a voluntary test at the designated clinic or institutions (PC test or quantitative antigen test) to the Ministry of Health, Labor and Welfare on or after the 3rd day of entry.
  6. To carry all activities out in accordance with the written on an activity plan under the supervision of the “Responsible party for the acceptance” during the remaining days of 14-day quarantine period on and after 4th day of entry.

For returnees and immigrants who do not fall under these action restriction relaxation measures, to have a quarantine period of 14 days is required in principle. (15 nights and 16 days of self-quarantine stay).
As a special exception, the quarantine period can be shortened by undergoing a voluntary inspection on or after the 10th day of entry and obtaining permission from the MHLW, in accordance with the “Shortening of the Waiting Period by Vaccination Certificate” announced on September 27. (Shortened to a minimum of 12 nights and 13 days self-quarantine stay.)
